Economic Survey 2017 Series-5: Vulnerables and Inclusive growth

Inclusive growth can never be achieved without the development of all sections of societies, particularly the vulnerable sections. Several steps and schemes have been launched since independence to promote development of weaker sections of society.

Schemes for Minority 

  1. Nai Roshni Schemes for leadership development of minority women. Started in 2012-13 by the Ministry of minority Affairs to empower and instill confidence among minority women, including their neighbours from other communities living in the same locality/ village, by provoding knowledge, tools and techniques for interacting with government system, banks and other institutions at all levels.
  2. Padho Pardesh, a scheme of interest subsidy on educational loans for overseas studies for the students belonging to the minority communities. It was first implemented in 2013-14 for skill development of minorities.
  3. USTAD (Upgrading Skill and Training in Traditional Arts/Crafts for development): It was launched by Ministry of minority Affairs in 2014-15 to build capacity and upgrade traditional skills of master craftsmen/ artisans.
  4. MANAS (Maulana Azad National Academy for Skill): It aims at providing an all India Level training framework, based upon tie-ups with National/ International training organizations (on PPP mode)for imparting training to the minority population, for skills that are currently in demand.
  5. Seekho or Kamao (Learn and Earn): It is being implemented since 2013-14 for skill development of minorities. It aims at upgrading the skills of minority youth in various modern/ traditional skills depending upon their qualification, present economic trends and market potential.
  6. Nai Manzil-for skill development and economic empowerment of minority community. It aims to enable the students of Madrasas to cope up with the contemporary education and provide them skill training so that they can earn livelihood once they move out of madrasas.

Schemes for Persons with Disabilities

Accessible Indian Campaign (Sugamya Bharat Abhiyan)

  • Launched by Department of Empowerment of Persons with Disabilities.
  • It is a nationwide campaign for achieving universal accessibility for persons with disabilities (PWDs) with a focus on 3 verticals –Built Empowerment, Public Transportation and Information & Communication Technologies.
  • Inclusiveness and Accessibility Index is launched by government under Sugamya Bharat Abhiyan to help corporate to participate in AIC by voluntarily evaluating their readiness for making their workplace accessible for PWDs. This index is first of its kind initiative in the country to promote integration, assimilation & inclusion of PWDs into the mainstream.

Rights of persons with Disabilities Bill-2016 passed by parliament aims at securing and enhancing the rights & entitlements of PWDs. It proposed increasing reservation in vacancies in government establishment from 3% to 4% for those with benchmark disability.
